South Korea Tactical: Multiple protests slated at Constitutional Court, Hanwha headquarters in Seoul on January 13; maintain vigilance

Current Situation

  • Members of the Candlelight Action Group are slated to hold a demonstration at Exit 1 of Ankuk Station near the Constitutional Court in Seoul at 19:00 (local time) on January 13.
  • Should the arrest warrant against impeached President Yoon Sook Yeol be executed, the protesters will gather near the Hangangjin Station.
  • The demonstrators will call for Yoon’s arrest and the dissolution of the ruling People’s Power Party (PPP) over the imposition of revoked martial law in December 2024.
  • Korean Metal Workers’ Union (KMWU) will hold a protest outside the Hanwha Headquarters in Cheonggyecheon-ro, Seoul at 18:30 on the day.
  • The gathering will be held to raise multiple demands including wage increases, enhanced benefits, and better job security from the firm involved in.

Assessments & Forecast:

  1. The turnout at both the slated protests is likely to range in the mid-to-high hundreds, considering the greater resonance over the issues amongst the protesters of both the slated demonstrations and mobilization capabilities of both the groups. Attendance in the KMWU’s demonstration is anticipated to increase if other labor union groups, such as Korean Confederation of Trade Unions (KCTU), join the protest.
  2. The authorities are likely to maintain heightened security measures in the vicinity of both the demonstration sites, as per standard precautionary protocols and based on the location’s sensitivity. These measures will likely include deployment of police and the placement of barricades, to monitor protest proceedings.
  3. The low-level risk of localized skirmishes between the protesters and the police cannot be ruled out, considering the heightened political momentum in the city. However, the authorities will maintain a higher threshold for using forcible measures, such as detention of protesters, should such clashes escalate. Regardless, pedestrian and vehicular traffic disruptions are expected in the vicinity of both demonstration sites during protest hours on January 13 due to the anticipated turnout and the associated security measures.

Recommendations:

Those operating or residing in Seoul on January 13 are advised to maintain vigilance in the vicinity of the aforementioned protest sites due to the slated demonstrations and associated low-level risk of clashes while allotting for travel disruptions.
