South Korea Tactical: Multiple anti-Yoon protests slated in Seoul on January 4; maintain vigilance

Current Situation:

  • The Candlelight Action Group is slated to hold a protest near the Constitutional Court, in front of Exit 1 of Anguk Station, in Seoul at 14:00 (local time) on January 4. 
  • The demonstrators will then proceed to take part in a march organized by the Emergency Action for Resignation group at Dongsipjagak in Seoul’s Gwanghwamun at 16:00 on the same day.  
  • The demonstrations are aimed at pressuring the Constitutional Court to dissolve the ruling Power People Party (PPP) and fully dismiss President Yoon Suk Yeol following his impeachment on December 14, 2024. 

Assessments & Forecast:   

  1. The demonstration near the Constitutional Court is projected to attract a turnout in the mid-to-high hundreds, aligning with attendance at similar events. Meanwhile, the nationwide call to join the march organized by the Emergency Action for Resignation group is expected to draw participation in the high hundreds, given its wider appeal, and the resonance of the issue. The Candlelight Action Group’s participation will further bolster the turnout.  
  2. The authorities are expected to implement precautionary crowd control measures, including deploying additional security personnel and setting up barricades, given the sensitive nature of the protest location near the Constitutional Court building, and the recurrently recorded gatherings near the march site in Gwanghwamun over the issue. 
  3. Localized clashes between anti-Yoon protesters and law enforcement remain plausible if unruly behavior is reported at the aforementioned locations. The police are likely to respond promptly if security measures are breached by protesters, although the use of force remains unlikely due to the public scrutiny observed after previous police confrontations. Significant travel disruptions are expected near the aforementioned sites during protest hours on January 4, driven by the anticipated turnout and heightened security measures.
