Pakistan Tactical: JI to hold protest at Numaish intersection in Karachi at 17:00 (local time) on December 13; maintain vigilance

Current Situation:

  • The opposition Jamaat-e-Islami (JI) party is slated to hold a protest at Numaish intersection in Karachi at 17:00 (local time) on December 13.
  • The slated protest will be held to denounce the e-challan system due to its alleged non-transparent nature and the ruling government’s alleged inaction towards increasing number of accidents involving heavy vehicles.

Assessments & Forecast:

  1. The turnout is anticipated to range between the mid-to-high dozens, given the mobilizing capabilities of JI in Karachi. Per standard security protocol, the authorities are likely to heighten security measures in the vicinity of the aforementioned location. Such measures are particularly likely given that the Sindh government has extended prohibitory orders under Section 144 – prohibiting the assembly of four or more individuals – across the province from December 12. These measures will likely include the deployment of police personnel and installation of barricades to monitor the proceedings and pre-empt travel disruptions.
  2. There remains a latent risk of clashes between the police and the protesters, given the anti-government nature of the gathering, and the prohibitory orders in place. Should the protesters be perceived as blocking major thoroughfares or breaching security protocols, the deployment of baton charges and administrative detentions remains likely. Disruptions to vehicular travel can be expected in the vicinity of the Numaish intersection, due to the anticipated turnout and associated security measures on December 13.

Recommendations:

Those operating or residing in Karachi on December 13 are advised to maintain vigilance in the vicinity of Numaish intersection due to the slated protest and associated risk of scuffles while allotting for travel disruptions.
