• The HOCC claimed that the sanctions are employed due to these firms’ violation of the “prohibition of US crude oil exports, which entered into force on May 17, 2025” in Houthi-held Sanaa.
• The classified entities are:

  • Marathon Petroleum Supply LLC
  • ConocoPhillips
  • Valero Marketing and Supply Company
  • Energy Transfer Crude Marketing LLC
  • EPIC Crude Terminal Company LP
  • GCC Supply & Trading LLC
  • Occidental Energy Marketing, Inc
  • Pioneer Natural Resources Company
  • Diamond S Shipping Inc
• The HOCC also sanctioned nine company executives linked to some of the mentioned firms.
• The HOCC also designated the following vessels, which it stated are linked to Diamond S Shipping Inc.:
  • • SEAWAYS SAN SABA; IMO:9593426; Flag: Marshall Islands.
    • SEAWAYS BRAZOS; IMO:9594731; Flag: Marshall Islands.
• The HOCC did not explicitly specify whether or not the Houthis are intending to target ships associated with these firms.

Those associated with the aforementioned companies and operating vessels in the Gulf of Aden and Red Sea are advised to conduct further risk assessments, take precautions, and avoid travel through this waterway to minimize the risk of potential Houthi maritime attacks.
