Georgia Tactical (UPDATE): Anti-GD gatherings slated across multiple locations in Tbilisi from 19:00 (local time) on May 29; avoid vicinity of rallies

Current Situation:

  • Multiple anti-government protests are slated to take place in Tbilisi on May 29 for the 183rd day in a row since November 2024. The protesters will denounce the ruling Georgian Dream (GD) Party’s role in the country’s perceived democratic backsliding and its alleged anti-EU policies.
  • Protests are slated to take place outside the Public Broadcaster Building situated at 68 Merab Kostava Street at 19:00.
  • Separately, demonstrations are also slated outside the Parliament and outside the Supreme Court at 20:00.

Assessments & Forecast:

  1. Participation at the slated gatherings is anticipated to range in the high dozens to low hundreds, based on the sustained anti-GD sentiment witnessed across the slated demonstrations for the 182 days since November 2024. A higher turnout is likely at locations such as Parliament and the Supreme Court, as student groups are expected to call for the release of the jailed student activist. In line with standard security procedures, the authorities are liable to maintain heightened security measures in the vicinity of the aforementioned locations. These measures are likely to include barricade placement and riot police deployment.
  2. The risk of clashes between the police and the protesters remains high, considering the authorities’ perceived low tolerance to anti-government gatherings. Should the protesters resort to unruly tactics such as blocking major throughfares and breaching security protocols, the police are likely to employ crowd control measures such as temporary detention or forced removal from the site. The riot police will also likely use measures such as water cannon deployment and tear gas shelling should the protesters resort to escalatory actions such as releasing pyrotechnics. Significant travel disruptions to vehicular and pedestrian traffic are expected in the vicinity of the aforementioned protest locations during the slated protest hours on May 29 due to the anticipated protest turnout and associated security measures.

Recommendations:

Those operating or residing in Tbilisi on May 29 are advised to avoid  nonessential travel in the vicinity of the aforementioned locations due to the slated protests and associated high risk of unrest, while allotting for travel disruptions
