Belgium Tactical: European Summit to prompt security measures, traffic disruptions in central Brussels from 08:00 (local time) on March 20-21; allot for disruptions

Current Situation

  • On March 20-21, a European Summit will be held at the Council of the European Union building, located at Rue de la Loi 165 in Brussels.
  • Multiple EU leaders will take part in the summit. During the summit, European leaders will discuss defense spending, the conflict in Ukraine, and migration, among other issues.
  • Due to the summit, authorities have announced that a security perimeter will be established around the Schuman roundabout. Vehicular traffic will be prohibited within the security perimeter from 09:00 (local time) on March 20.
  • However, emergency vehicles or those with an exemption will be allowed to enter the perimeter. Pedestrians will be required to present a digital or printed pass and identification cards to enter the perimeter zone.
  • Additionally, the Reyers-Center tunnel will be closed from 08:00.
  • All parking for vehicles will be banned during the summit in the security perimeter and on the routes taken by delegations.
  • Public transport services in central Brussels will also be affected. Bus routes 12, 21, 22, 27, 36, 60, and 79 passing through Schuman will be diverted via Maelbeek.
  • Further, several entrances to Schuman train station will remain closed during the summit.
  • Additional details of the summit and associated traffic restrictions are available here.

Assessments & Forecast

  1. During the summit, delays to flight services can be anticipated at the Brussels Airport (BRU) due to the security measures surrounding the arrival and departure of senior European officials.
  2. Further, given the high-profile nature of the summit, coupled with heightened security measures, significant disruptions to pedestrian and vehicular movement are expected across central Brussels on March 20-21. Disruptions will be particularly severe in the vicinity of Schuman Roundabout and surrounding areas where security perimeters and traffic diversions are in effect. Disruptions to public transport services near the summit venue, including buses and trains, can be anticipated as indicated above.
  3. With public transport facing increased disruptions, a large number of commuters are liable to resort to private vehicles and taxis, further exacerbating traffic congestion across central Brussels. This will likely increase delays on key thoroughfares, including major ring roads and access routes to the summit venue.

Recommendations

Those operating or residing in Brussels on March 20-21 are advised to allot for disruptions to travel in the vicinity of the Council of the European Union building due to the slated summit and announced traffic restrictions.
