Bangladesh Tactical: Nationwide strike ongoing against VAT policy on January 18; maintain vigilance

Current Situation:

  • A nationwide strike is ongoing until the evening hours (local time) on January 18.
  • The strike has been called to primarily denounce the new Value Added Tax (VAT) policy introduced by Dr Muhammad Yunus-led interim government.
  • The strike is also being held to advocate multiple demands, including demanding the resignation of the Yunus administration and extending support for former Prime Minister Sheikh Hasina.

Assessments & Forecast:

  1. The strike is anticipated to be widely adhered to by the supporters of the Awami League (AL) and public and private sector workers, given the longstanding grievances regarding economic policies, increased VAT, and rising prices under the interim administration. The strike is likely held as a symbolic show of support for ousted Prime Minister Sheikh Hasina and opposition to the ruling administration. It is expected to temporarily prompt disruptions across transportation and public services.
  2. While no protests were announced at the time of writing, there remains a likelihood for spontaneous gatherings and demonstrations to occur outside government buildings in major urban centers including, Dhaka and Chittagong, on January 18. Potential protest hotspots will include Shahid Noor Hossain Square, Shahbagh, Central Shaheed Minar, and Suhrawardy Udyan. Additionally, potential protest hotspots could include the vicinity of government buildings and major roads. Bolstered security is expected in the vicinity of these locations in case these materialize, with the risk of confrontation with the police in case such gatherings turn disruptive. Such risk is more pronounced if the opposition Bangladesh National Party (BNP) and/or Islamic groups stage counter protest. The authorities are also likely to undertake harsh measures, including baton charges and deployment of water cannons, given their low tolerance for AL-led gatherings in the country. Disruptions to travel are anticipated in case of potential protests on January 18.

Recommendations:

Those operating or residing in Bangladesh on January 18, are advised to maintain vigilance due to the strike and potential protests while allotting for travel disruptions.
