Assessments & Forecast:

  1. Participation in the slated protest will likely range in the low-to-mid hundreds in Chittagong, Dhaka, Rajshahi, and Sylhet, given the strong presence of JI and coupled with the precedent. While in other divisional cities, participation will likely range between the mid-to-high dozens. While no exact protest locations have been disclosed, potential protest locations are likely to include government buildings, such as the Secretariat in Dhaka, district commissioners’ offices, police stations, and administrative headquarters in divisional cities. As part of the standard security protocols, the authorities are likely to heighten security measures in the vicinity of potential protest sites, particularly in the vicinity of sensitive government buildings. These measures will likely include the deployment of police personnel and the setting up of barricades to monitor the proceedings and minimize disruptions.
  2. There remains a risk of confrontations between participants and the police. Particularly if the protestors engage in perceived disruptive actions such as breaching the security perimeter or blocking major roads. In such cases, the police are expected to employ crowd dispersal measures such as forcible removal from the temporary detentions and baton charges to quell unrest. Disruptions to travel are expected in the vicinity of JI-led protests on October 25.

Recommendations:

Those operating or residing in Bangladesh, including Chittagong and Dhaka on October 25 are advised to maintain vigilance in the vicinity of aforementioned locations due to the slated protest and the associated risk of unrest while allotting for travel disruptions.
