South Korea Tactical: Authorities announce measures, nationwide restriction on flight operations ahead of CSAT test on November 13; allot for disruptions

Current Situation:

  • The Seoul Metropolitan Government announced a comprehensive traffic plan for the 2026 College Scholastic Ability Test (CSAT) to be held at 228 test centers across Seoul on November 13.  
  • According to the transportation ministry, all aircraft takeoffs and landings nationwide will be temporarily suspended to minimize noise during the CSAT. 
  • Flight operations will be restricted for 35 minutes between 13:05-13:40 (local time) during the English listening segment of the exam across South Korea on the day.  
  • Separately, to facilitate smooth transport for the 114,158 students expected to sit in the CSAT, the authorities have deployed a total of 646 standby vehicles operating between subway stations, bus stops, and test centers to assist students. 
  • Subway services will operate 29 additional trips between 06:00-10:00 on the day.   
  • The authorities have also announced enhanced accessibility measures, including a ‘priority dispatch service’ for students with severe mobility impairments. 
  • Construction near test sites will be temporarily halted to reduce noise, while illegal parking and vehicle entry within 200 meters of test centers will be strictly prohibited on the day.
