• Multiple protests are slated to take place in Tbilisi on November 3.
• Activists will protest at the Appeals Court in Tbilisi from 15:00 (local time), outside the Public Defender’s Office at 16:00, and outside Parliament at 20:00 on November 3.
• The demonstrations will be held as a part of the daily protest movement launched against the ruling Georgian Dream’s (GD) administration following the controversial October 2024 Parliamentary elections.

1. The turnout at the slated demonstrations at the Appeals Court and the Public Defender’s Office will likely range in the mid to high dozens, with turnout at the Parliament likely to be higher, ranging in the high dozens to low hundreds, based on previous participation trends. Increased security measures in the vicinity of the aforementioned locations are anticipated and are likely to include the deployment of additional police personnel and the placing of barricades. Such will especially be the case given the protest locations’ proximity to sensitive locations like government buildings.  
2. Given the authorities’ low tolerance for anti-GD protests, coupled with the precedent of confrontations at similar gatherings, there will remain a high likelihood of confrontations between protesters and the security forces on November 3. The police are likely to forcibly disperse crowds through detentions should protesters block nearby roads, defy police orders, or use firecrackers/fireworks against law enforcement. The deployment of water cannons or tear gas cannot be ruled out in extreme cases of unrest. Disruptions to pedestrian and vehicular travel are expected in the vicinity of the aforementioned locations due to the anticipated turnout and associated security measures on November 3. 

Those operating or residing in Tbilisi on November 3 are advised to avoid nonessential travel in the vicinity of the aforementioned locations due to the slated protests and associated high risk of unrest while allotting for travel disruptions.
