Georgia Tactical: Multiple anti-GD protests slated in Tbilisi from 12:00 (local time) on October 24; avoid vicinity of demonstrations
Current Situation:
- A demonstration is slated outside the Tbilisi City Hall at 12:00 (local time) on October 24.
- Additional protests are slated outside the Ivane Javakhishvili Tbilisi State University’s (TSU) first building at 19:00 and outside the Parliament in Tbilisi at 20:00 on the day.
- These protests will mark the 331st consecutive day of denouncing the ruling Georgian Dream (GD) Party for its disproportionate targeting of anti-government activists and alleged anti-EU policies.
Source: Facebook
Assessments & Forecast:
- The turnout at the slated gatherings will likely range between the high dozens to low hundreds, given the wide resonance of the anti-GD movement as well as given precedent. As part of the standard security protocol, the authorities are likely to heighten the security measures in the vicinity of the aforementioned locations. These measures will include the placement of barricades and the deployment of police personnel and riot units to monitor the proceedings.
- Given the authorities’ low tolerance for anti-GD protests, coupled with the precedent of violence in recent months, there remains a high likelihood of confrontations between protesters and the security forces. This is particularly if the protestors are perceived to be engaging in disruptive acts such as blocking major thoroughfares and breaching security protocols. In such cases, the police are likely to employ forcible dispersal measures such as detentions and baton charges to quell the unrest. The deployment of water cannons or tear gas is likely in extreme cases of unrest. Disruptions to pedestrian and vehicular travel are expected in the vicinity of the aforementioned locations due to the anticipated turnout and associated security measures on October 24.
Recommendations:
Those operating or residing in Tbilisi on October 24 are advised to avoid nonessential travel in the vicinity of the aforementioned locations due to the slated protests and associated high risk of unrest, while allotting for travel disruptions.
