Israel Tactical: Pride Parade slated in Haifa during evening hours on August 27; maintain heightened vigilance

Current Situation:

  • The Haifa Pride Parade will be held from 18:00 (local time) on August 27. The parade will proceed from the Tzafririm Intersection to the Carmel Center along Moriah Ave.
  • Participants are slated to gather at the intersection of Tzafririm Street and Moriah Avenue at 16:30.
  • The Pride Parade will conclude with performances at Haifa’s Ha’em Garden from 19:00.
  • Israel Police will institute the following traffic measures due to the slated events:
  • Moriah Avenue and Hanasi Boulevard will be closed to traffic from 14:00, from the Kikar Sefer Intersection towards the Ha’em Gardens.
  • Parking will be prohibited along Moriah Ave from 18:00 to 19:30 from the Tzafririm Intersection to the Tishbi Intersection.
  • Additional road closures can be found in Hebrew here.
  • The Israel Police stated that it is operating in full coordination with the event’s organizers to ensure that the protest is “fully and legitimately implemented in accordance with the law.”
  • The Supreme Court reportedly decided in favor of a petition to permit signs featuring anti-government messaging at the Pride Parade following the Haifa Police’s August 25 announcement of a ban on such signs.

Assessments & Forecast:

FORECAST: The slated pride event will likely draw a mid-to high-hundreds turnout. While the event is expected to proceed peacefully, many participants may voice anti-government sentiments, expressing solidarity with Israeli hostages and their families while also calling for a ceasefire. Security officials will likely deploy in significant numbers along the route to monitor the march and prevent any instances of unrest. In addition, significant traffic disruptions are expected on streets leading to and surrounding the parade route, with road closures and diversions likely to impact central arteries of the city for several hours.

Recommendations:

  1. Those operating or residing in Haifa on August 27 are advised to maintain heightened vigilance and allot for disruptions along the Pride Parade route due to the slated road closures.
  2. Allot additional time for travel and seek alternative routes due to the announced road closures in central Haifa.
