Georgia Tactical: Anti-government protests slated outside Parliament, Public Broadcaster Building in Tbilisi from 19:00 (local time) on July 5; avoid vicinity of rallies

Current Situation:

  • Activists are scheduled to gather outside the Public Broadcaster building at 68 Merab Kostava Street at 19:00 (local time), followed by a protest at the Parliament at 20:00 in Tbilisi on July 5.
  • The demonstrations will mark the 220th day of the ongoing anti-government campaign criticizing the ruling Georgian Dream (GD) party for alleged democratic erosion, highlighted by the detention of opposition figures, journalists, and civil society members and the suspension of EU accession talks.

Assessments & Forecast:

  1. The turnout at the planned protests is expected to range from high dozens to low hundreds, driven by past mobilization patterns and sustained anti-GD sentiment, particularly among the younger population. The authorities are likely to enforce heightened security measures around the protest sites, including the installation of barricades and the deployment of riot police to manage crowd movement.
  2. The likelihood of clashes between demonstrators and security forces remains high, given the government’s limited tolerance for anti-GD protests. The police are expected to use forceful measures to disperse gatherings, potentially triggering confrontations. Long term detentions, the use of tear gas or water cannons are likely in case of unrest. Significant disruptions to pedestrian and vehicular traffic are anticipated during the evening of July 5 due to slated protests and associated security arrangements.

Recommendations:

Those operating or residing in Tbilisi on July 5 are advised to avoid the vicinity of the aforementioned locations due to the slated protests and associated risk of unrest while allotting for travel disruptions.
